Every draw calls the browser’s own random number generator. Nothing is weighted and no result is chosen in advance. With n entries, each has a 1/n chance every time.
Draws are independent, so being picked once does not lower your chance next time. With six people, the same person coming up twice in a row happens about 1 time in 36 — often enough that it will happen to someone. To drop an entry after it wins, remove it before spinning again.
A one-line random number generator would do the same job, and nobody uses one to decide who pays. The reason is social: the decision has to be witnessed. Once everyone has watched the same wheel slow down, the result belongs to the process instead of to a person.
